you have to define "best", or else no one can answer your inquiry.
List the five things you are looking to get from your springs. Be as specific as possible. I am certain that once you do, you will get what you are looking for.
How big of a drop do you want? Do you want to maintain ride quality as much as possible? Do you want to minimize body roll as much as possible? Do you want a raked look (lower in the front in respect to the back)? Do you want to keep your stock struts? etc etc etc
Five attributes of the springs in order of importance. The answer will jump out to the experts if you do this.

I just installed my Eibach/Kyb today for a Supra TT. I haven't driven it yet, i've always been satisfied with Eibach on my previous cars. Comfort with a good drop from 1.1 inches to 1.5 inches for a daily driver.

If you want to go coilovers, dont get any cheap stuff. Go for the good coilovers like HKS, they last alot longer, better ride quality, and perform better. Bilstein shox, and swift springs are the top of the line in terms of shox/springs, i would say they are better than tein coilovers in terms of ride quality, longevity and possible performance.

I've heard good things about swift springs as coilover replacement springs. Didn't know they made lowering springs.
But yeah HKS is the cream of the crop when it comes to real dampers. JIC, Cusco, Zeal, Tanabe and Silkroad are also really good. Tein are all good too. (I have had good experiences with tein on other cars).
Just stay away from NEX, D2, Ksport, Megan, +others. They all are mass produced in Taiwon (not Japan) with cheaper grade materials and have little or none quality control. They will eventually blow after a decent amount of hard driving. I would rather get used dampers than these new. I'm really starting to hate knock-offs all together. They're a joke
Apex and Buddyclub are made in taiwon too but I heard decent reviews from them. I don't know about the Greddy though
