A lot of the bad bushings I have seen look really oil soaked, possibly by power steering leakage. Could be because of soaking with penetrant during removal. My real point was that my bushings were tight and I still had uneven pavement pull, and I think its because of directional a/s tires.

Has anyone changed there steering rack boots?

I have not, but I definitely would like to know how this is done.
Anyone know? I searched but couldn't find any "how-to" style threads.

I just have a ? How do you know whether to replace the rack bushings, boots or whole rack?

generaly you dont change power steering rack boots, if there torn you will usualy need to change the rack. If you want to check and see if the to see if ur internal power steering gaskets are leaking, all u need to do is put a pin hole in the boot and if it leaks then thats the problem.
