At 30K your brake pads are probably shot.
If so how are you going to complain about brake dust now?Especially when you brought the car in for brake noise.
I can't blame the dealer for not going with a brake pad TSB if that's the case.
Maybe if you have bought a few cars and/or had your car serviced by that dealer,they may look the other way and do the TSB.

The reason why you are getting this squealing noise is because the pads have worn down too far. On the pad, there is a metal piece that is kinda like an indicator. Once the pad wears out to far and has gotten to the metal, it will rub against the rotor and cause a squealing. Telling you that it's time to replace the pad.
My pads lasted till 27k until the squealing started. I too tried to get my TSIB done but the dealorship said no. I talked to Corporate and they said No too. I had bought my IS350 used at 23K miles so I didn't know about the TSIB till recent. So I found the DIY for the brakes on this forum and installed new ones myself. It was very easy.

Just got a call from the service dealer. The serviceman advised that the pads and rotors need to be replaced, and that it is going to cost me about $800 bucks.
He said the TSB would not be in effect because the pads are gone and now its metal on metal. I notified him that the brakes started to squeal at 7k miles. I notified him that I don't have time to take my car into service like most people; my work keeps me more than occupied during business hours. This is why I picked Lexus over any other manufacture because of the outstanding reliability of the vehicle.
To make it worst, all my door locks are not functioning, the electronics. The serviceman tried to blame it on my window tints Saying they probably disconnected something when they installed the tints and now it came loose or off. I told him I got the tints installed the 2nd day I picked up the car! Almost TWO years ago!!
I already called corporate regarding all issues with the car and at this point I feel that the dealer is trying to point the finger at me for everything that is wrong with the car. Everything is now documented and they will have a specialist call me within the next 24-48 hours.

If the battery is disconnected you'll lose functionality of the window controls (not sure if it affects the door locks or not). Look at the owner's manual and do a reset of the window controls and see if it doesn't fix the problem. It not they will be covered by the factory warranty.
You are driving a $40k automobile, there will be expenses in maintaining it. If you honestly can't afford it, step down to a Toyota or Scion. Sorry for the 'tough love'.

Brakes going out at less than 30k miles to the point where it is completely un drivable? Sounds to me like poor brake design.
My M3 had original brake pads on the car when it was sold at 80k. My friends 997 C4S has 25k on the odometer and has 80% pad left. My Audi S4 with over 40k miles on it has 50% brake pad left. My 2006 IS 350 with less than 30k miles has shot out brake pads AND rotors? UNACCEPTABLE!
Need I remind, that I do a lot of freeway driving and use paddle to down shift and slow down. I don't drive like your average soccer mom who slams on the brakes.
I don't care about cost of maintainence. If I knew my Lexus had the reliability of a Ford Focus I would have Opted to purchase another BMW. Right after the first service the car started to squeal, and the rear dash started to rattle.
Hate to say it, but if this is the case, I'll never purchase another Lexus again, as far as I'm concern my IS is a POS.

I guess this was the gist of your original post, i.e. you just don't like the IS and were looking for some reason to trash it. So you've said it, the IS is a POS. Now what?

I was quite impressed that I was able to get 24K miles out of my pads before they hit the indicators (squeal tabs). I've never gotten that much before. Besides, why are you saying "especially when I don't drive much" when you've already stated that you've driven 30K miles.

Trying to rip off the dealer for a brake job is also UNACCEPTABLE! .
