Brake TSB for Canada?

Brake TSB for Canada?
Hey guys,
sorry if this has been discussed, but i could not find the answer. So i took the car in today for the brake TSB, and I took the paper with me, and they said that they do this only in the USA...
Is this true? We have the same problems...why cant we do it here?! He said that because there is a greater amount of complaining in the states that lexus USA decides to give the TSB's but not lexus canada.
any ideas? same thing with the inner rear view mirror TSB.
