Default Brake light short = no cruise control

My SC300 has a short or a problem with the hand brake light indicator - it is mostly always on even though the hand brake is off. With the light on, the cruise control won't work. If the light goes off, the cruise control works. Could the problem be that the hand brake cable to the brake needs adjusting? If yes, how do you do it and where is the adjustment? If no, what could it be? I looked at this cable under the car and could not find any adjusting mechanism.

low brake fluid level also causes the light to come on

The brake fluid level is OK.
