Default Car Whistle Squek Noise. What could it be?

I drive a 2000 Lexus GS300 and for quite some time now, I hear a squelling sharp whistle noise constantly when I drive. I hear it as if it is coming from the wheels or under the car. However, whenever I just tap on the brakes the noise goes away until I let go of the brakes. Ive taken my car to about 3 shops and noone can figure out what is wrong. My brakes are pretty new. Any experience this or have any ideas on what this could be?

Smile Brake noise

There are a few questions I need to know before I can help you.

What kind of shops are you bringing it to?
Are these aftermarket brake pads and rotors?
Do you have all the shim kits on them?
Is the noise coming from rear or front?
