Are you sure it's just the tire balance? Do you have aftermarket wheels without using hubrings? steering bushing got really bad? Warped tires?

Hub rings are a must IMHO and will help. Problem is the vibration may not be coming from the wheels alone. It could be bad control arm bushings, caster bushing, bad lower ball joint, bad upper ball joint. It could be a lot of things. Easiest thing to do right now is add hub rings as they are cheap and should be used anyway. If that cures your problem you are good. If not, I'd do the lower ball joints if you haven't done them already since they will wear out and will break if you wait too long.

I had the same problem, balanced the tires and the whole 9 yards. My car was perfectly aligned so i thought. I decided to get an alignment at pepboys cause they have a digital wheel alignment computer and boy were they off. So you might want to check for an alignment even if your car doesnt pull to either side when driving.

check your wheels for the hub size. the lexus is 60.1
after market is usually 73.1 I believe. Also check the vendor section...they'll have one for your aftermarket.
