Steering or suspension issue

My car has a few issues and I was wondering if you all could figure what they may be. I'm not a car guy when it comes to suspension stuff by any means so I dont want to get completely stiffed by a mechanic. The first thing is that the steering wheel seems to have a lot of play. It's not like I can turn the wheel all the way around and not have it react, but there seems to be atleast 3-4 inches where I can move the wheel back and forth on the high way yet the car wont move. If you were in the car and I quickly moved the wheel back and forth 3-4 inches you wouldn't noticed if you weren't watching me. Also the car just doesn't seem that solid. On the highway there is slight vibration and doesn't seem to just be solid. Also when I am on slower roads and it is patched up from road work ect., the wheels doesnt seem to be too responsive to the road and also doesn't feel too solid.
I was doing some research on line of these symptoms and what I found seems to either point to the tie rod ends or the steering rack bushings or a combination of the two. Based on the information what do you believe may be the culprit? Sorry for the noob questions but like I said I'm not a mechanical type and would like to have some idea of what it may be before I am able to take it to a mechanic. Thanks for all the input!
