Adjusting the parking brake

Hey, im wondering where the best place is for tightening up the parking brake. The car is a 92 sc300 5 speed. Ive tried searching but couldnt find anything useful. Should i adjust it under the car or is there a way to do it inside the car with the center console removed? Also, how is the parking brake cover( the leather **** that goes around) removed?? Does it just screw off like the shift **** or is there a top secret way to remove it that just cant figure out?? I need this done, i hate leaving my car in gear if i park on a slightly steep hill. The parking brake works but i just need it tightened.

Yeah haha it took me a long time to figure out that the cover for the handbrake is velcro'd together. yeah real easy just look for the cable, find the 2 nuts that are back to back, loosen em up, the tighten bottom nut until you get at least 5-8 clicks (Owners Manual). Then tighten both of the nuts together, put the cover back on and your done.
