im really just looking for stock replacements for now untill i can afford a BBK. lexus recommends changing the shims and getting the fit kit for the front and rear. are those needed?

Just get new rotors and pads with some SS lines and good quality fluid and you're set. No need for a BBK unless you track the car. About the shims and fitting, no need to change it unless it's bent or missing. I've never replaced mine when doing brake job and never had a problem. Just make sure to put some of those red noise insulating goo thing on the back of the brake pad backing.

im pretty satisfied with stock brakes and think theyre pretty good for a 4dr luxury sedan but just curious what brakes will give best initial bite and stopping distance without having to be heated up. and all that on a limited budget, not top of the line everything but trying to keep costs down
