Default H&R Coilovers buttom out. Anyone?

I have the basic H&R coilovers on my sc400, the basic setup with no dampness adjustability. The problem I'm having is not that the tires are scraping the fender, but it's scraping the dust guard right above. The wheels clear the fenders and I've checked that part already. I mean I love these coilovers but they are just so soft that it hits the dust guard on just a minor dip. I remember cutting my bumps stops in half even when my car was not listed on the red instruction sheet to cut them. Can this be the problem I'm experiencing? Can it be that if I didn't cut the bstops, it would hit them just before the tire hits the dust guard? I thought bump stops would only help on major dips. Correct me if I'm wrong though.
