Front lower control arm bolt seized

Hello. Wow. What a long day.
I replaced the passenger side front upper control arm bushings and attempted to do the bottom.
We got the nut off but the bolt wouldn't come out. Even with a breaker bar and two people, the bolt was just turning the rubber in the sleeve. We used an acetylene torch twice and tons of penetrating spray, but it's stuck inside the sleeve.
Next we're thinking just to cut the bolt out. Could anyone offer any suggestions please?

Also, even though I tried to keep the ABS sensor as safe as possible, after putting it back in the ABS kept kicking in and then the light came on and disabled ABS. Any ideas on what I need to do on the sensor?

Thank you. That's what we're going to do but I now need to order the replacement parts. I'll post the P/Ns when I get them.
Also, after removing the ABS sensor and cleaning it and making SURE it was seated properly the ABS light went off and we're back in business.
New upper bushings are AMAZING. Can't wait to get the bottom done.

Wait I just realized by looking at those pictures that the center sleeve goes all the way across so if I cut from the inside of the area I'll cut the sleeve.
I can't find the part from the Toyota diagram. The sleeve isn't sold by itself from what I can tell. Where do I find a sleeve?
Could I just cut the bolt head off ? I guess at that point you could just burn the rubber out and punch it through?
