Front braking Shimmy, Help

Front braking Shimmy, Help
I have a 94 sc300 that shimmys when braking.I put drilled/slotted rotors on it
about 4 months ago,I just replaced struts only not springs.The front end seems fine,but at high speeds when I apply brakes it shimmys.I also have 19
inch wheels on it.Is it possible that my springs are bad? I have 200K on it,but
it is well kept up.When I put new tires on the shimmy goes away,but comes back after a while.Are these tires too big for the brakes ? Please Adivse ...
I would like to put Eibach lowering springs if springs are the issue..

I'm not 100% percent sure when this started. Did it start doing this after you replaced the brakes or before? I'd almost say that the rotors are warped, either by improperly bedding the pads or cheap rotors.
Before anyone ask why cheap rotors would cause the problem. If a company uses blanks from a parts store and decide to drill and slot them, I would almost guarantee that they did not go back and balance them.
