Default Metal Hollow Noise on the road

When driving past 30 mph, I noticed that I am hearing a lot of road noise coming from the front of the car. Mileage is approaching 50,000 miles. The road noise sounds hollow and consistent. I had the front end jacked up so the wheels can spin freely. I noticed that when i spin the right front wheel, there is a metal scraping noise. Happens only in the right side. Left side is fine.....

Another thing I noticed is that the rotor is not smooth to the touch and i could feel the lip on the outer edge.

Brake pads and rotors have not been changed yet....

Is it time for new brake pads?

I would take it to dealership and ask a technician to ride with you so he can hear for himself and give suggestions.
