You need to loosen the bottom ring to change the ride height. Top is for the preload.

I had this issue with my ksports. I grabbed the strut itself with channel locks. And the ran a long, large screw driver and ran it throught the opening of wherre the bolt goes through that connects it to the lower control arm and then started working it back and forth. It eventually broke loose and I cleaned the threads. Then I applied some lube to keep them from sticking again. I did ruin some of the threads on the strut but that was all I could think of at the moment.

Yes the bottom ring is suppose to move.

Mine was stuck also but enough force, you'll break it loose. Careful though, you might end up punching your car with the amount of force.

start off by spraying some wd40 on the threads. next, grab a flathead screwdriver and position it on the bottom ring and use a mallot/hammer to get the ring to loosen. or you can simply use the spanner wrenches that come with the coilovers.
