Coilover maxed out

I had my coilovers installed this past spring. Over the summer, when I had some down time (I travel a lot for work), I would play with the adjustments and lower it little by little. Well, I got to a point where all four fenders are 24.5" ground to the top of the fender well. But my Front Driverside coilover is maxed out. It will not go any lower. And the Front Passenger coilover only has about an inch left of threads on the body before it too is maxed out. I am not even tucking any of the tires.
After seeing others' pictures, I expected that these would go a lot lower. Could there be something wrong with the actual coilovers? Spring pre-load?
A while back, I sent a PM to Circuit with pictures explaing my dilema with no response. I also recently called BC Racing and left a message with their answering service with no call back.
I'm sure there is a warrenty these. I was going to take them to a local shop that is very familiar with suspensions/coilovers/etc and see what they reccomend.
Anyone experience anything like this?

Will pre load have that much affect on how low you can go?
I did reset the pre load on the fronts because as I was trying to lower it, the locking rings became loose. So I loosened the rings until the spring was loose in the perch. I tightened the top ring until the spring was secured loosely but securely in the perch, not able to move up or down. And then I compressed it about 3/16" (3-5 mm), the recommended pre load and locked the rings together.
Is there a certain orientation that the spring has to be in the perch? When setting the pre load, I was able to spin the spring and it didn't feel like it needed seated in any way.
