Default GS400 Rear Toe/Camber Bolts and Pucks--Is $600 reasonable?

I'll try to keep this quick, so please bear with me:

I spent $180 at McGrath Lexus for a diagnosis of my rear suspension problems, and they told me the following:

"The car needs rear camber and toe bolts and pucks and possible rear subframe."

This will cost a further $606 plus tax.

Some background:
My GS400's rear suspension has exhibited excessive tire wear and poor wet-weather handling for the past year. In addition, the rear driver's-side is sitting almost an inch lower than the rear passenger side, and the toe of this wheel is noticeably off. My tire shop has tried to align the car several times, but the rear suspension was simply too broken. My local mechanic replaced the rear upper control arms, traction rods, toe control links, and struts/coils on both sides of the rear suspension (all were in poor shape), but this hasn't solved the handling or alignment issues.

I'm running stock 16" wheels, and the car has zero modifications. All I want to do is have a set of tires last more than 4k miles and avoid spinning out in the rain.

I'm losing patience, and my knowledge has basically run out.
Does the diagnosis make sense? What are "pucks"? Should I take the car back to my local guy, or is this a good price?

Thanks for reading all that; while I don't post here much, the CL community has come through for me numerous times in the past. I really would appreciate some advice here.
