Default Rear Rotors Help

Hey guys I'm trying to replace my rear rotors on my 94 SC300 and I got the driver side done with little to no problem. But I'm having a problem with the passenger side, it seems that the bracket that goes around the caliper doesn't want to come off, the two 17mm bolts are stuck on there and won't come off. I tried using WD-40, shocking the bolt, and using a pry bar technique, all to no avail. I was just wondering if anyone has any advice to help me get these bolts off. Trying to get this side done as the other side is already done. Thanks in advance.

wd40 is not a penetrating oil. use liquid wrench. pb blaster will work too but liquid wrench is stronger. kano kroil if all else fails.
