What would cause a whizzing sound when braking?

I'm trying to buy an IS250...but when I drove it Saturday it made a scrubbing sound when braking. The dealership checked it today and said they found a few small pebbles under the shims, etc. Well I drove it again tonight...no scrubbing but a whizzing sound when braking from around 40-0. On the highway I didn't notice it though. Any thoughts? The pads look new, but they're from carquest.

I had the service guy ride with me. He said could be a vacuum leak, but it sounds like a long zipper zipping when you slow down. Friction noise, hiss, whizz, zzzzz? Hard to describe.

Is it a squeak/squeal? My brakes on my IS squeak badly, I've had the car 2 1/2 years. Service dept said it was a flaw in the IS models from previous years. My brakes still have 6mm on them, but man! It sounds awful !

Took my IS in today, they were going to replace the pads/rotors for updated ones that don't squeal. Then they said I already had the updated ones so they resurfaced them & cleaned them. They said that should fix the sound.
On the way home they squealed again! 😡😡
This is the second time in a week I have been there trying to get these fixed. It's a 2010 with <50 k miles on it, this should not be happening.

If your rotors are cross drilled they will make a whizzing sound - more noticeable while they're cold though.
A squeaking sound from the brakes means something is vibrating. Could be that the pads are not shimmed correctly, or something that should be sliding smoothly isn't (i.e. when you have a floating caliper rather than an opposed piston caliper arrangement).
