Default New Rear Brake Pad Abnormal Wear

I just installed a fresh set of new pads and rotors on my 2008 IS250. I have noticed that the entire pad is no contacting the rotor completely. The bottom of the pad (closest to the center of the wheel) has full contact with the rotor. But the top half of the pad is just lightly hitting the rotor. I can tell by the wear on the rotor. Any suggestions to why this is happening?

Could be a worn rotor or/and a seized rear caliper. I've had to replace both rear calipers on my '06 350 because they were seized.

Most likely is seized caliper. Fix it ASAP or your pads and rotor will get damage
