What are the best quality coilovers available for my gs300 2nd generation.

Best quality in regards to what? Driving low? Track perfomance? Everything is subjective and everyone has their own opinions. But, it'll help the rest of us to point you in the right direction if we know what your goals are concerning the car.

There's never really a "best" set up. To each his own. It all depends on your budget, style, personal taste, and purpose.

PBM coils ftw , before you order tell em 20/18k I ordered with the 18/16 and still think its too soft... idk i LIKE my cars to be stiff AF!

I don't know about any vendors here but there is a member selling a used set in the 2gs classifies. They'll lay your GS out for sure.
