Default extreme camber = silly toe out

I've got a toe problem now that I've had to squeeze my wheels in with camber arms maxed out.
I can't for the life of me find any recommended branded toe arms to be shipped to the UK. Could someone point me in the right direction?
I'm speaking to a couple friends in the country who will see about customising the oem ones to make them adjustable and/or producing some from scratch.
Generally speaking, do you have to replace the lower camber arm for the toe to take slack? Or will upper camber arm and a toe arm do fine? I've replaced the upper (the one that bolts to the top of the hub assembly)

Megan toe arms are available and depending on the vendor, should easily ship to the UK. They also make traction arms too if you want maximum adjustability.
