Default Suspension issue or break?

Any ideas on what this could be? Maybe the rubber tore, didnt feel any cracks in it., Not sure what the fluid is that its covered in..maybe brake fluid?

That is the steering rack outer tie rod, most likely power steering fluid. I say clean it up with some break cleaner fluid and check it again. Looks like your rack seal is damaged and leaking fluid.

It is definitely this. Looks like it is time to replace or rebuild the steering rack.
