Caliper won't sit properly after swapped pads/rotors

Default Caliper won't sit properly after swapped pads/rotors

Swapped out my rotors and pads today but for some reason the driver side rear caliper won't sit back where it needs too. The outside pad is pulling hard on the rotor when I tighten the bolts on the back of the caliper and I have no clue as to why it's sitting like that.

Other side went smooth and that rotor rotates when the car is in neutral. Any ideas as to why would be greatly appreciated

Did you retract the emergency brake pads before putting rotor back on? If not, the rotor is likely hung up by the e-brake and not properly seated.

Yes I did, the rotor is sitting flush with the hub. The problem arises when we tighten down the caliper itself. The tighter the caliper the more it pulls on the rotor

The pistons were fully pressed flush before mounting calipers? One of them not being fully retracted sounds is one possibility

another is doubled shims due to inadvertently installing old and new shims stacked
