^^^lol. OP first off you want to get a VIP platform ride, ie: LS, GS, Q45 (we have very limited cars stateside 
) you can also VIP style a non platform car. You can look in the thread here called VIP war and you'll get a good idea on what constitutes a VIP/style car

^^ILL fitting wheels!not crappy a$$ wheels with weak offsets like "19X8 +35".go wide and make the wheels fit!make the wheels sit flush with the outside of the fender.suspension,either air suspension so you can drive low and park lower or go hardcore and use coilovers and ride low all the time.body kits or lip kits.not really necessary though.but something with a clean design.

Are you doing it to have a nice car or just to be able to say "I own a VIP car"? Just buy what you like and don't worry about the label that it is given. Do some reasearch on the forums and look at pics to have a better understanding.
You can't put a dollar amount on what it takes to build a VIP car. Just know that parts are not cheap nor should they be since the vehicles used are expensive big body luxury cars and not hondas.

Seriously it starts with the right car not the right mods.
Get a VIP platform and make a budget of 10 000 on top of the car and you can be VIP , 3000 for a kit ,2000 for wheels ,1000 for tires 3000 for proper suspension and this is just the entry cost not the finished product.
Buying fake parts because you don't have the money and doesn't cut it.
Most hardcore VIP runners will know and see where the fitment is flawed thus you would not be Bippu but busted instead !
You can't half *** anything or it is just a done up car and not VIP.
