Does it come with tires? Also, what are the offsets?

Yes they come with the tires, no additional charge. I believe the offset is 3" in front and 5" in rear. I have to confirm that but here is the info off of the BBS application chart.

What are the tires and condition/thread left.

The tires are race slicks, and they have one race on them. They are fine for auto cross or track days only. No extra charge.
