Unless I'm reading something incorrectly, that scale says that wheel weighs ~16lbs??? Is that scale in kilograms? The scale must be off, or perhaps the entire weight of the wheel is not resting on the scale. The 99B is a one-piece RCF wheel. There are even very few one piece forged wheels in 19x9.5 sizing that weigh less than 20 lbs.
