The tires alone will run you about $1000. The wheels are in excellent condition, with a small rash and minor touch-up on one wheel that can be fixed for $100.

Will these sit flush with the fender?
I noticed f-sport 19s are (F)19x8 and (R)19x9 with tire sizes 225/35ZR19 and 255/35ZR19.
With these rims being 19x8.5 + 35 and tires 235/35/19.
Sorry, I don't know much about wheels and how the offsets and sizes work.

Will these wheel and tire setup affect the ISx50's speedometer reading? In other words, will there be any negative affects on the ISx50 if these were installed versus my current oem 18s.
I looked through two threads of wheel setups and have yet to find anyone running 19x8.5 in the rear. why is 9.5 recommended for the rear?

This wheel won't affect the speedometer reading anymore than the f-sport wheels. There will be no negative affects. People run 9.5 in the rear so that they can run a wider tire size in the rear. If you want a staggered tire setup, you can always mount a wider tire in the rear of these wheels. A 255/35 should fit just fine on a 8.5 wheel.
