step lip them to 19's

this pic concerns me though, you said these have never been used except the fronts had tires mounted but this seems to be a little much for a "rubbing/scuffing" from mounting a tire on them,moving them around, or from stacking a wheel on them. how deep is this "scuffage"?

That's correct. They've never been mounted onto a car. While in the care of my old roommate, some carpenters moved them out of their way while working on a room and stacked them on top each other resulting in a few scratches on only the front wheels. I will take more photos tonight in better lighting so you get an idea. I'll take photos of the backs of the wheels where they would mount onto a car to prove they've never been used.

Wheels are located in Maryland, not Texas.
