Another difference is the tire's tread shoulder position in the wheel well. The +23 tire's shoulders will be 6millimeters closer to the outer fender than the +29, even though the outer rim location is the same. So yes, in this case a wider wheel may prevent tire rubbing.

seriously though, it's hard to get that look with the offset you provided. once you slam the car like that (all tucked), stuff would not be as flush, especially in the front
however with normal lowering, that's pretty much the max you can go. much lower offset and you rub crazy

My new front wheels are 20x9.5 +32, same (relative to the fender) as 9 +25.65.

Here is a case where slightly stretched tires HELP the fitment.
If Johnny runs 20x9 with 245/35-20 or smaller, it should work okay if the fender arch trim is removed.
Just finished the calculations for my new set-up:
Front = 3" lip (clearance for StopTech 355mm kit) 20x9.5 255/30-20
Rear = 4" lip 20x11.5 295/25-20

man i have no idea how this works. you did the 8.5 +32 with 245/35/20, and i was still rubbing in the front even with the fender tabs pushed it and fenders slightly rolled (rubbing right at the edge). now your 9.5 +32 is like 12mm more outboard, how can you get it to work...?!
