why does a bigger rim raise my car?
i mean i can understand why it would. but if i keep the same diameter tire, why would it still raise my car if i get 17's or 18's instead of keepin the stock 16's?

actually, between 16s and 19s, you probably will get that the 19s are a bit higher. most coz' that with 16s the tires are softer and the contact part with the gnd it's usually "flatter" making it a tad lower.
BUT, with that said, it shouldn't be too significant imho

oh. so if i got some 17 in. GS400 rims or 17 in. IS300 sport design rims, it shouldnt raise my car? because i don't have the money to lower my car AND get rims. and i wanna do one, but not sure which.

The other thing to note is that if spec'ed correctly, upsizing rim sizes will not physically raise the car. There is, however, a visual perception that the car is "raised" because there is more metal and less rubber. At least with the OEM 17s, you will not draw as much attention to this aspect since they are OEM.

how much would it cost total to lower my car about an inch and a half? because do you guys think it would look good unlowered with 17's? and would it even look good lowered with my 16's i got now?

Visually, I think a lowered car on 16s or 17s is preferable to 18s - 20s without lowering.
