question for wheel experts..
ok..im a little buzzed..but i am going to try to ask this..
a guy i know who has helped me out has some 19x9.5 45offset vokl av3's on is300 with 275 tires (rear) and he clears fine with a rolled fender.
i am about to order some blitz 19x10 offset with 275 or 265 tires with roolled fenders and blitz says it wont clear? does anyone else agree? i mean .25" diff on each side and the tires are skinnier and same offset. should i be able to clear? ro does diff wheel design have diff effect?

19 x 10.5 definitely won't work on a IS unless you flare out the fenders....even a 19 x 9 with a +51 offset for the rear still needs some fender rolling... 1/2" is a lot when you're right on the edge...

19x10 man...plus..my friend has 19x9.5....and it flushes just fine with rolled fender....
the question i am asking is...with the same size and offset, will any wheel fit the same? or it depends on the design?

You asked a few questions actually...
Q1: Yes, I agree with Blitz, I don't think it'll clear.
Q2: Even with skinnier tire, you'll still rub...you might even rub the rim itself...like I said, you'll probably have to flare out the fender
Q3: With the same size and offset, all wheels should fit the same...
With a 19 x 10 with a +45 offset, you'll be 6mm (1/4") closer to the strut (which should be fine), but you'll be sticking out 6mm MORE (1/4") than your friend's wheel...you could try sucking the wheel in more (with more offset) but I don't think there's anymore clearance from the strut with a 10.5" @ +45....
You asked a few questions actually...

44mm offset..but I got fender flares too so I guess I will be fine either way..

John - Eh, I don't consider myself a wheel "expert"...I just know what I know...if I was an "expert", I would know everything about wheels and I DEFINTELY don't know anywhere near everything...
What I *DO* know is how offset vs. width, etc. works and I know the "proper" setups for a few Lexus cars (and a few other non-Lexus cars) that I've learned through the years as I've been doing wheel upgrades since 18's were considered "large"....hehehehe
John, just PM me with any questions...now that the 1000 character limit is gone, it's as good as email!
Brian - With a 8.5" up front (with a +44 offset, check to make sure you strut clearance is OK...I think it should be...on the outside, you may just BEARLY clear even stock fenders...the setup that I've seen work is 19" x 8" +40 (I know you're getting 18" but this still applies) and it sits the wheel right on the edge (235/35-19 tire)...with your 8.5"/+44 setup, you'll be 10mm CLOSER to the strut and 2mm CLOSER to the fender than the 19" x 8" +40 setup...
Check out the photo of the IS300 that HRE hooked up...Here's what they have...
All around: 19" x 8" +40 (235/35-19)
You can see that up front that it's right on the edge...but a 2mm increase towards the fender (of a 8.5"/+44) might just make it...however, on the setup in the picture, the tires do rub a LITTLE BIT on full lock steering...
