Nankang, or Southport, is a Taiwanese tire maker that's been in the business for a long time. Its products are widely sold in Asia/Pacific region, recently testing the market in California where many Chinese immigrants reside. It should be a trustworthy tire. The low price is a good selling point.

a personal friend with a 650 whp '03 Cobra goes through tires like you wouldn't believe - and when I suggested the T1-R as a cheaper option compared to the GS-D3's and BFG KDW's she once had, she jumped on it... She wasn't impressed, and I ended up giving her credit back on the tires (I even made her wait a month to break them in), and ended up going back with BFG KDW's...

good tire for the money, but, I've had complaints of them feeling slippery on higher hp cars where other tires in their segment had no complaints...

While the Nankang tires were not tested by Consumer Reports. C/R's test consistently shows that high price and famous brand do not equate to good tires. Stodge names such as Dayton and Hankook have outperformed others in the test.
