Default How do you measure wheels?

I know this is a somewhat pointless question but I wanted to know how to properly measure a rim's size. I heard you couldn't use measuring tape cause it wouldn't be the correct measurement. So does that mean a 22" wheel's diameter isn't really 22"? Are all 22" wheels the same size or do they differ from each company? How much of difference is a 20" vs 22"? Thanks

All wheels advertised as one size have to be pretty damn close considering the tire side of the realm has a standard in sizing.

you measure where the tire goes... the bead seat area... width and diameter are measured at this point...
