Do 2 or 3 pc wheels cost more if you have to order a custom offset?

depends on company. work wheels allow full custom offsets on most of their lineup, and it doesn't really cost anything extra

No thats without tires, he told me the rims were over 5k because of the custom offsets but I called a volk dealer and got a price quote for the rim with the same exact specs and they told me 3100 so I dont know if he's b'sing me.

You can get a set of 2 piece Work Varianza's or Giovanna Forged for around $2500. Then there are 3 piece HRE, Vellano's and Modulare's for 6-7K...or more. Just depends on what brand and what specs you want.

In my opinion, the price difference is not justified by quality. You can't convince me the HRE is far superior than the Varianza. The Varianza has a cast center but it's the highest quality casting process there is. So shop around, do lot's of research and make a wise choice.

Well the only reason I want his volk gtc is becasue the fit my car perfect which is a widebody and I dont feel like going through the hassle of gettting my own offsets. So my question is if its worth paying 3k for this rims?

Rays has molds to make just about any size hoop and center in all possible combinations. As long as they have the ability to make the components that make up your setup, it shouldn't "cost" any more unless you overnight them or have a custom finish. I don't think they would cast a new mold just to create one set of wheels....

The Face II GT-C's come in that exact size setup....

i agree with mrmark, i don't think it would cost much more than "standard setup", if at all
