Default Are extended bolts required when using 10mm spacers?

I need to make my front wheels sit a little bit more flush. Plan on using 10mm spacers.

Are new extended bolts required? I plan on purchasing hubcentric spacers, not sure if I should buy the ones with the new bolts.

If it is required for 10mm, what is the range where its is NOT required to use bolt extenders? I did some research and people are saying 8mm is safe? Remember reading as long as the lug nut can be turned and threaded 7 full rotations, its safe.

Any help will be appreciated.
