Quiet tires
After getting some really bad All Season tires, Sumotumo somethings, I decided that since the performance in rain/snow was still pretty bad to switch to a summer tire and just deal with it. My question now is what is the quietest tire I can get for a reasonable price for stock 17" wheels on a 2001 LS430. Right now I have so much road noise it sounds like something is broken but I swapped the wheels with my moms car (same car but an 04) and all the noise went away so I know its tires.

If road noise is your main concern a really good tire for the price is the Kuhmo Ecsta LX Platinum. The is a very good grand touring tire which has great results in ride comfort, road noise, dry and wet traction. The only compromise will be the marginal snow and ice traction the tire has but overall great choice for a great price in the GT category.

I'm going to run Bridgestone RE970's... If they are anything like the 960 they replace, they are very sticky, amazing in the wet and workable in the snow...
They are pricey, but you get what you pay for... I preach that here all the time, but no one listens it seems and people end up with ****ty tires like your last set...

Still not totally sure what brand Im gonna get but what size should I do? Tirerack says 225/55/17 but I think I could run 225/45/17 too, that just changes sidewall size right? What would that affect?

You could run it, but it would probably look silly... it would be 1.7" shorter which would give you more wheel well gap... it would also render your speedometer inaccurate... you would be going quite a bit slower than your speedometer said which would make you put more miles on the car than if it had appropriate size tires on it...

Since I'm on the highway a lot. I use snow tires with stock rims in the winter and want quiet tires with the chrome rims in the summer.......although winter tires are a lot quieter then the old knobby Vedesteins of the past.
Hard to beat the Michelin Primacy series. I put 150,000 miles on 2 sets Goodyear Assurance Comfortred's but had too many issues in the 225/55/17's. Went back to the Michelin's and a whole lost of issues were cured!

Also consider the Bridgestone Serenity's best tires ever!!
Good for all season no road noise and has the best technology along the edges to keep the tire noise away and when it Rains it performs as of it was still dry!!

I installed a set of Kuhmo Ecsta LX Platinum's in 17" on my Is250 awd a few days ago. After approx. 1,000 miles of driving I see a major improvement in terms of road noise and ride comfort from my Potenza RE92's. Granted, these tires are not the "sportiest" ones out there. But, the very reasonable price, excellent tread life (claimed), etc. definitely make up for those in my book.
Verdict: Highly recommended.
