Vibration questions...

Vibration questions...
I know, I know, not another wheel vibration issue. I still have this problem, and I'm trying to figure out how to fix it.
Setup: 2000 GS4 w/ 19" LD1s. Although overall the ride is smooth, I'm getting a steering wheel vibration at speeds of 55-65. All of the wheels are bent slightly on the inside, and I just got new Toyo TS-1s. Just had alignment done by Lexus, and all wheels balanced on a Hunter machine.
Questions:
1. Would the bent rims cause the vibration to occur at those speeds only? Wouldn't it be occuring at all speeds?
2. How much would hub rings help? (these Lowenharts are supposed to have them but don't currently)
