TPMS sensors won't program

Default TPMS sensors won't program

So, I had new tires put in my son's 2013 ES350.
Then 2 weeks later, tire pressure readings were intermittent till finally they stopped working.
Took to Firestone shop where I got tires and they said TPMS sensor on one tire was bad. I had them put 4 new ones in but they could not program it to give the pressure readings on the dashboard.
Took to Lexus dealership and THEY said they were not able to recognize the brand of tire sensor and program it. They suggested firestone put in Denso brand.
Does reprogramming these REALLY require taking them to the dealer or should the firestone shop be able to program them?

Is maybe something broken on the car? How would I test this?

discount tire sells the sensor and reprogram them with special handheld equipment, for $60 ea.
I've replaced 3 sensors there. its not necessary to replace all 4 (5).
