Like many others, I've changed out my pads on vehicles over the years and never machined the rotors. Getting a bunch of sand in one wheel's pad/rotor contact area can make the grooves. But 95% of the rest of the rotor surface is smooth already. If the pads wear a little, they'll fill in the grooves and you should have the same area of rotor surface as new--actually, a tad more.
This is presuming the rotors are not warped forcing the pads to grab--release--grab over and over. That's a different situation that won't correct itself.
