BEFORE YOU PUSH, those carbon brushes are both fully extended. They need to be retracted to get back on the commutator (the part of the motor they rest on). Slide the cap on as far as depicted here, then with a light pressure on the top from the hand holding the motor, use your hand tool from 3 steps ago to push each brush back into it's track like you're picking a lock.
